When is the right time to push?

I usually push with Ax or Kx or better when I am about 4x BB, is this the right thing to do? should i wait longer or do this earlier?

Earlier. Much earlier. Generally when you get down to around 10-12xbb you should start looking for opportunites to push. And don`t wait for AK. From late position you can push a much wider range of hands.

What did UTG have? And.. Would you anyone call here - as the villian - with AK?

That short you are just jamming with ATC (any two cards) since the odds are with you.
